In the DHS, the sample is drawn in 2 stages.
Stage 1 involves a sample of clusters being chosen from a list of all the clusters in the country. Household listings are compiled for each of these clusters.
Stage 2 involves selection of individual households from the list of households in each cluster. Thus, households are randomly selected without having to list every household in the country.
