The PAD documents the complete project design and serves as the reference document for project authorization and subsequent implementation (ADS 200.6). It contains a description of project activities, goals, and objectives. The completed and approved documentation from the environmental screening process will be included with the PAD. Refer to the Bureau for Global Health, Project Design and Approval Guidance for the specific procedures related to project planning conceptualization and PAD requirements.
