An indicator that a child has not reached the developmental milestone expected of him/her. This may be a temporary delay in a particular domain (physical, cognitive, language, socio-emotional) caused by a short illness or treatable condition. On the other hand, it may be due to more serious causes such as inadequate nutrition and care, a non-conducive environment or health issues not attended too, such as HIV infection.
